Investor Pass A newer route allowing direct permanent residency through investment in real estate, Paraguayan securities, or approved tourism projects — without a business plan or job-creation requirement.

Paraguay Passport & Citizenship Pathway

Paraguay does not offer a direct "Citizenship by Investment" shortcut where you can buy a passport upfront. Instead, it offers one of South America's more accessible residency-to-citizenship frameworks, with multiple pathways depending on whether you're relocating on passive income or through a qualifying investment.

Residency

Applicants can qualify for residency through several tracks:

Standard Track Requires demonstrating stable, verifiable passive or foreign-sourced income, generally leading to an initial period of temporary residency before conversion to permanent status.

SUACE Investor Track Requires a qualifying investment in a Paraguayan business, along with a business plan and local job creation, granting direct permanent residency without the standard temporary-residency phase.

Investor Pass Track A newer route granting direct permanent residency through investment in commercial or income-generating real estate, Paraguayan securities, or approved tourism projects — personal-use residential property does not qualify.

Presence Requirement Standard residency has flexible physical presence requirements, though extended absences during the temporary residency period can affect eligibility to convert to permanent status. Investment-route permanent residents generally face a much lighter presence requirement, often needing only periodic entry to maintain status.

Permanent Residency

Depending on the track chosen, applicants either convert from temporary to permanent residency after a qualifying period, or — under the investor routes — receive permanent residency directly from the outset.

Naturalization & The Passport

After a qualifying period holding Permanent Residency, applicants can formally apply for Paraguayan citizenship.

Requirements typically include:

  • Continuous, lawful residence in Paraguay for the qualifying period

  • Basic proficiency in Spanish or Guaraní and knowledge of Paraguay's constitution

  • A clean criminal record and proof of local integration

Dual Citizenship Paraguay officially recognizes dual citizenship through reciprocity agreements with select countries, and in practice does not require renunciation of other nationalities.
