Peru Passport & Citizenship Pathway

Peru does not offer a "Citizenship by Investment" shortcut where you can buy a passport upfront — a program along these lines existed briefly in the early 1990s but was closed within a year. Today, Peru operates a residency-first system, and it's known for having one of the more accessible naturalization timelines in Latin America for qualifying applicants.

Temporary Residency

Applicants can qualify for residency through several tracks:

Investor Track Requires an investment in a new or existing Peruvian company, supported by a feasibility study or business plan and a commitment to create local jobs within the first year of operation.

Rentista Track Requires demonstrating a stable, permanent monthly income or pension sourced from outside Peru, with an additional amount required per dependent.

Stay Requirement Applicants must maintain their qualifying investment or income and generally must not be absent from Peru for more than six cumulative months within a calendar year to preserve their residency status.

Permanent Residency

After maintaining legal residency continuously for a qualifying period, applicants become eligible for Permanent Residency, which removes ongoing income or investment verification requirements and allows the holder to live and work in Peru indefinitely.

Naturalization & The Passport

After a qualifying period of continuous legal residence, applicants can apply for Peruvian citizenship — Peru is recognized as having one of the shorter naturalization timelines among Latin American countries for those who meet the requirements.

Requirements typically include:

Demonstrated ties to Peru, such as renting or owning residential property

Conversational Spanish and familiarity with Peruvian history, culture, and the constitution

A stable, guaranteed income and a clean criminal record

Continuous Residency As with other Latin American naturalization frameworks, extended absences from Peru during the qualifying period can affect eligibility.
